Kawartha Conservation Meets Provincial Permit Timelines for 12 Consecutive Months

ONTARIO - For the past 12 consecutive months, Kawartha Conservation has met or exceeded the Province of Ontario's prescribed timelines for reviewing and issuing permit applications, marking a significant milestone for the organization's Planning and Development Services Department.

The achievement reflects more than administrative efficiency. It represents a commitment to providing timely, predictable service to landowners, municipalities, consultants, builders, developers and industry professionals, while ensuring new development proceeds responsibly and in a manner that protects people, property and the environment.

As communities across the watershed continue to grow, efficient permitting has become increasingly important in helping projects move forward while maintaining strong environmental oversight. By consistently meeting provincial timelines, Kawartha Conservation has demonstrated that environmental protection and responsive customer service can go hand in hand.

"Our role is often viewed only through the lens of regulation, but that's only part of the story," said Kristie McCabe, Director of Planning and Development Services. "We see ourselves as partners in responsible development. Our goal is to work collaboratively with applicants, municipalities and consultants to find practical solutions that protect our natural resources while helping projects move forward as efficiently as possible."

Planning and Development Services reviews permit applications under provincial legislation for activities such as development within regulated areas, alterations to watercourses and wetlands, shoreline works and other projects where natural hazards or environmental features require careful consideration.

While every application is unique, the department has focused on improving internal processes, maintaining clear communication with applicants and ensuring reviews are completed efficiently without compromising technical standards or environmental protection.

"Applicants deserve certainty," McCabe said. "Whether someone is building a new home, expanding a business or undertaking municipal infrastructure, they need timely decisions to plan effectively. We understand that every day matters, and our team takes pride in delivering professional, responsive service."

The department works closely with member municipalities, engineering and planning consultants, developers, contractors and property owners throughout the permitting process. Early collaboration, technical expertise and open communication have helped reduce delays and improve outcomes for all parties involved.

"Our philosophy is simple," McCabe added. "The best projects happen when everyone is working toward the same objective. We aren't here to create unnecessary obstacles. We're here to help applicants understand the process, identify solutions early and achieve successful outcomes that help protect people and their investments from natural hazards such as erosion and flooding."

Efficient permitting also contributes to the broader economic health of the region. Timely approvals help municipalities advance infrastructure projects, enable residential and commercial development, support local investment and provide greater confidence for businesses choosing to invest in the watershed.

The Planning and Development Services Department continues to monitor its performance against provincial expectations and remains committed to continuous improvement, customer service excellence and building strong relationships with applicants and municipal partners.

"Kawartha Conservation recognizes that behind every application is a person, a family, a business or a community project," said McCabe. "Meeting these timelines for an entire year is something our team is proud of because it demonstrates our commitment to being responsive, collaborative and solutions-focused while continuing to protect the natural systems that make this watershed such a remarkable place."
