LOW WATER DECLARATION UPDATE – LEVEL 1 - DECEMBER 1, 2025
Conditions across the Kawartha Conservation watershed remain below typical seasonal levels following a drier than average fall. While some precipitation in recent weeks has supported gradual recovery in stream flows, overall precipitation remains at 71 percent of the three month historical average. As a result, Level 1 Low Water conditions remain in effect. Surface water fed streams are showing slower recovery, while groundwater fed streams remain within normal ranges.
The Level 1 Low Water condition continues to apply across the entire Kawartha Conservation watershed, including the City of Kawartha Lakes, Township of Scugog, Township of Brock, Municipality of Trent Lakes, Township of Cavan Monaghan, and the Municipality of Clarington. Residents are encouraged to continue using water efficiently as conditions recover and to follow any municipal or regional water use restrictions currently in effect.
Kawartha Conservation is a partner in Ontario’s Low Water Response Program, which supports a coordinated response to drought conditions across the province. The program includes three levels of low water conditions, with Level 3 being the most severe. Conservation Authorities are responsible for monitoring precipitation, stream flow, and groundwater data within their watersheds. This information is reviewed by local Water Response Teams to assess conditions and determine appropriate response measures.
