WATERSHED CONDITIONS STATEMENT – WATER SAFETY – December 28 - 30, 2025

Based on information from Environment and Climate Change Canada, Kawartha Conservation is issuing a Watershed Conditions Statement – Water Safety, effective December 28 to December 30, 2025.
Environment and Climate Change Canada has issued both a Freezing Rain Warning and a Rainfall Warning for the Kawartha Lakes area, including Lindsay and surrounding lakes. Forecast conditions include 5 to 15 millimetres of freezing rain, with the potential for locally higher amounts, followed by 15 to 30 millimetres of rainfall.
With ground conditions currently frozen, there is a limited ability for precipitation to be absorbed, resulting in increased surface runoff. Ice accretion and rainfall may also contribute to blocked catch basins, culverts, and drainage systems, particularly in urban and low-lying areas.
Widespread flooding is not expected at this time; however, watercourses and waterbodies may become hazardous. Freezing rain and rainfall can lead to slippery and unstable banks, rapidly changing water levels, fast-flowing water, and localized ponding. These conditions may increase the risk of erosion and bank instability, particularly near shorelines, culverts, bridges, and other water control structures.
Northern tributaries, such as the Burnt River and Gull River are monitored by staff from the Ministry of Natural Resources (MNR). Residents along these two rivers are requested to direct any questions concerning water levels to the Minden Area office at 705-286-1521 or refer to the messages issued by the Ministry of Natural Resources (MNR).
Watershed residents, visitors, and municipalities are advised to exercise caution near rivers, streams, lakes, and drainage features, and to keep children and pets away from fast-moving water and icy shorelines.
Kawartha Conservation is closely monitoring weather and watershed conditions and will update this statement or issue additional flood messaging if conditions change.
We will continue advising watershed residents, local municipalities, and partner agencies using the Kawartha Conservation website, media outlets, and social media channels.
