The Board of Directors approves the budget on an annual basis. This is usually done at the second meeting of the year in February, but on occasion this process may lead into March. They are also responsible for approving the audited financial statements on an annual basis.

Revenue sources

Kawartha Conservation's revenue comes from different sources that all contribute to our operations. Explore our main sources of funding.

Municipal levy

Municipalities pay for 50-55% of our operating costs and special projects. Operating costs are paid by all municipalities. Special projects are determined on a year to year basis. These projects are requested by an individual municipality and funded by them. Our Conservation Authority has a watershed area of 2,563kms that we are responsible for. This area spans six municipal boundaries that include the:

  • City of Kawartha Lakes
  • Township of Scugog
  • Township of Brock
  • Municipality of Clarington
  • Municipality of Trent Lakes
  • Township of Cavan Monaghan

Our Board of Directors is represented by individuals from each of the member municipalities. The municipalities levy (payment) amount is based on apportionments. The apportionments are based on Provincial Legislation that is in the Conservation Authorities Act.

Self-generated funds

Income from fees and donations accounts for 25-30% of total revenue. These items may include:

  • User fees for parking, rentals, permits and planning and others
  • Education fees for any school groups, PA Day and Nature Camps
  • Donations to our registered charity

Grants

Grants generate between 10-15% of our revenues. Some of these grants include:

  • Ontario government funding for flood forecasting and warning
  • Seasonal employment grants
  • Infrastructure and accessibility grants

Spending

Expenditure are focused on programs and projects that align with our strategic plan that include:

  • Protecting our lakes and water resources
  • Partnering with agricultural, shoreline and urban communities to advance stewardship
  • Developing watershed science
  • Educating and sharing
  • Conserving our natural heritage
  • Improving the health, safety and vitality of our communities
